Sammy’s Guns holds a Type 07 federal firearms license (Manufacturer of Firearms). This license allows the business to manufacture firearms and also deal in them and receive transfers from other licensed dealers.
An FFL transfer works anywhere in the United States by having the seller ship the firearm to the buyer's chosen FFL dealer. The buyer collects it in person with photo ID, completes ATF Form 4473 and passes a background check before taking it. State and local rules can add requirements.
