When buying a firearm online, the seller ships it to the buyer’s chosen FFL dealer. The buyer collects it in person with photo ID, completes ATF Form 4473 and passes a background check. State and local rules can add requirements. Contact Mercy Arms first to confirm it accepts the transfer and what it charges.
